Unable to update OS2008

Ok Ive been trying to update OS2008 Feature Upgrade Version 4.2008.36-5. Everytime I try I get this message.

Unable to update OS2008 Feature Upgrade. Some application packages required for the update are missing.

So then I hit to view details and I see this.

Application packages missing: pre-installed-documentation-rx44 (=5.4)

What does this mean? And what can I do to fix it?

Did you check this thread http://www.internettablettalk.com/forums/showthread.php?p=259214 (and what it links to)? The bug description in bugzilla has steps to rectify the problem.
