No, you cannot get the whole source code as some of the source is held back by Nokia. There is the sdk which allows you to develop Maemo applications, and there are flashable images you can download to reset your N800 or N810 to factory settings, but in both cases not all software is available in source code form. Some parts have source code available, and some parts do not.

According to Nokia about 80% of Diablo are Open Source, and hence available.
