What's the difference and which one is better?

I THINK! Pal is just used for tv's in Europe
and you choose NTSC for tv's in America

Why is that? I live in Europe and i tried both and can't really see the difference.

There really isnt a difference but I remember when i use to play dvd's on my ps3 PAL discs only worked because my ps3 was made in Europe and NTSC discs only worked on my friend's American ps3 so I thought it could be something similar with TV out

Is your TV a multi-system?
Not sure in Europe, but in HK or China, pretty much all TV are multli-system that will take PAL or NTSC input, you see no differnece on them as the TV will do the conversion.

You should probably see a black and white image if on a different system

Most modern European TV models support both PAL and NTSC, but it's probably best to leave it set to PAL in Europe so that you won't have to adjust it if you connect to any TV that doesn't support both. Technically PAL should be slightly higher resolution, but slightly lower framerate than NTSC, but it probably makes no noticable difference with the N900.
