App Manager will only handle apps that are tagged as being user-visible, which preenv is apparently not. You should be able to use dpkg to install it from the command line though.

if you have to reflash emmc. as i said before - it has to be done before you reboot into maemo. as you have done the reboot.
you have to reflash kernel without -R and flash emmc afterwards!

have to tried pressing 0 in the multiboot?
also if you want to reflash the emmc make sure that you get rid of the -r command when flashing the kernel! -r will stop the phone rebooting...
