Seriously guys, I don't see your problem.

As Jonni (rainisto) says, the device is still unlockable, you just need to use a different way to do it. And you can go back to a previous software...

In fact, forget all the above. After a bit of research, I found the simplest solution.

pkcon install connman-test (you only need to do this once)
cd /usr/lib/connman/test; ./enable-tethering...
