From my experience, it happens even with QtMobility classes, not only Phonon. A Workaround I have found to solve it is http://talk.maemo.org/showpost.php?p=925486&postcount=115, but I wouldn't touch...

You might want to have a look at libplayback to mute incoming sounds (emails, etc).
I've yet to figure it out, since the docs are crap.
