Still managing to download additional maps (still remain 2015 vintage) via "Manage Maps" in Maps application via WiFi albeit quite slowly; however no longer possible to download Navigation voices...

I had the same prob. Remove all locations, uninstall and install again (i can't remember if i also deleted the leftout meecast folder after uninstall)
now it works good

Yeah, the server it's hosted on is down for the last few days because it runs Windows, I guess. I'll send the host a ticket to reboot it so it runs another month or so.
