I do not understand Harmattan's open-mode kernel and such. Still, question: why do you use ssh root @ localhost ? Maybe you could try to use devel-su and then develsh - instead of ssh...

3 develsh

In order to obtain permissions needed

This could work.

Even a simple 'mount' was not allowed. Reason for me to switch to OpenMode kernel.

did you try after doing 'develsh', normal 'root' on Harmattan is somewhat restricted
