As a moderator on another forum i agree that IP bans do not work.
Short term user name bans seem to work which can lead to a permanent ban for repeated infractions. I assume mods have access to IP...

Sorry you got scammed. All I can suggest is that you do as others have suggested and go to a Nokia shop and have them certify that it is not an official N900
