Based on the example in that library I created a test app. First result is that OfonoCellBroadcast is disabled. I'll try to switch it on later, and add a Github link.

Then it should be configurable. Here in the Netherlands it's used for Amber alerts, but also in case of emergencies. In general, it's used with caution, and relevant to the area. The government does...

it was introduced in Sailfish 3.0 but instruction at zendesk is not updated https://jolla.zendesk.com/hc/en-us/articles/205040837#2 and Tutorial in SailfishOS doesn't introduce this function to user.
