Is there a way to tweak the reported cellular signal levels?

I would like to be able to "tweak" the phone to think it is receiving higher signal (more bars).

I think this would increase battery life because the transmitter would decrease power levels.

What it does -
Probes the temperature every 30 seconds
If the temperature is higher then 45 degrees, switches to the deafult profile...
