Depends on what you want to do with your device. Both are very capable but I'd go with a N9 since it's newer, has NFC and imho looks more sleek. Also, n9 UI rocks - using it is like riding an awesome...

Yes, however enabling developer mode for the first time may require phone to download some files, install them and then it will restart by itself (as I recall it). Later, enabling/disabling dev mode...
