It only shows up after the screen is full. Before that you can select text without it. After the screen is full it shows up so you can choose between scrolling and selecting.

The best way to run Debian apps is Easy Debian (http://wiki.maemo.org/Easy_Debian), but AFAIK it hasn't been ported to Maemo 5 yet.
