The repositories are taken care of by maemo.org. They have hired a webmaster and a debmaster who have written much of the software on maemo.org to handle the various functions of the repos, as well...

Followup: The packaging bug is confirmed and fixed, now just to wait for it to propagate to the correct repositories. You can wait for that, or just specify the missing dependencies in your package...
