My guess is that order completion email is send to first 200 - 300 early sailors.

So that means that 3700 - 3800 early sailors did not yet receive email. ...

Real refinements cannot be restricted on UI or under the hood only. Average user doesn't give flying duck if there were gazillion improvements and features under the hood if learning curve to use...
