Best way to set up an environment for cross-compiling to Harmattan?

What is the best way to setup an environment for cross compiling software to run on the N9/Harmattan? I spent most of last night fighting with Scratchbox (with with the .py setup file and doing the manual steps) and it kept hitting dead ends.

Is scratch box the best method for me to cross-compile software for Harmattan on?

Alternatively is there a Harmattan ARM rootfs I could simply extract on my ARM build machine that I could chroot into to build the packages nativly? This is how I build packages for Debian ARMHF.
