As long as the browser has tabs I don't mind having an open app limit btw.

I'm a bit worried about the negative initial reactions to the UI. More than anything else a new OS should make a good first impression. Its something WP failed at IMO.

I think HTC is not big enough at that point for their own OS. It had 5.8% market share in 2012 and revenue of under $10bn. They also made losses.
I suspect they picked an existing Linux-based OS.
