Try reinstalling kernel-power-modules, kernel-power-flasher, kernel-power-bootimg, multiboot-kernel-power with apt-get install --reinstall.
This should install the missing parts of power46 and...

Looks like your modules might be gone, check if you have a directory 2.6.28power40 in /lib/modules/

EDIT: or maybe the bootimg is missing, check the contents of /boot/ as well

I ran into some problems with the setup as well, so here are a couple of tips:

Enter the actual APN name in the script, example:
MY_IPv4_APN="internet2.voicestream.com"...

Try one of the other APNs, internet2.voicestream.com works well for me while other APNs say I need an upgrade.

A quick update, after my 09/08 pre-order got schruted by NokiaUSA I ordered from Dell on 11/19. I thought i won't be getting the phone for a while because my estimated delivery date was 02/01/2010....
