The problems below was due to Docker interface being down or not working (lack of reset after installation).

Make sure you have this interface on linux after Docker installation:
docker0...

Just recovered my Contacts by replacing the files in:
/home/jolla/.local/share/system/Contacts/qtcontacts-sqlite/*
with the files from backup after Factory Reset of the Sailfish X 3.0.2.8.
