Not sure if this will help, however search works only from the Contacts app, not from Telephone app, not when adding contacts to the mail message. Only in Contacts you see the Search in Exchange icon...

On the end I decided to reflash, this rectified the problem.
It wasn't (probably) bug described as events did not synced...

I can speculate only, but is seems as your N9 didn't enabled Contacts by some reason.
Few (sorry obvious) things to re-check:
GAL works only on 1.2. (which you have, otherwise there will be option...

1) Create new event in N9 calendar, add contacts, save
2) All contacts receive plain email
3) Modify event on N9 (i.e. change time), save
4) voila, proper invites are sent

I found workaround, if event created on N9 is updated later in the N9 calendar and saved, update is then sent out correctly as Outlook calendar event/invite.
