With the default Maps program (Wayfinder) just copy the maps folder to external memory card. It will find the maps from there. No need for any partitioning.

It does work without it being set. It just won't autostart your packet data connection when AGPS requests. Do you have packet data connection via your phone configured? If not, then no connections...
