speficic to your quesiton about UMTS or not.
I live in Chile where no Carrier supports UMTS basebands 900/1700/2100 - I can live with 2.5G it is enough to get by.
I have never regretted buying...

Apple products "just work" (apart from the early ipad wifi failure)
Nokia has video calling *great* - My wife (who is not an apple fan) asked me for my opinion on the iPhone 4 (I am an Apple hater)....
