socket.connect() is basically a bug in OpenVPN Applet. This happens when openvpn process fails to start because of error in configuration file, like missing files, syntax error etc.

Your server is not openvpn so you cannot use openvpn client either. I don't know which vpn system uses those credentials so I don't know which client to use either, but hopefully somebody else does.

There used to be very simple text mode ui, but it wasn't exactly command line interface and it wouldn't work the you are hoping for. So the answer is no.
