so phone/modem will be a telit module ? this probably will be 2-3 mm height .. too bulky but will have electromagnetic shield.
with chips you need custom shield to fit pcb layout -> extra cost.

case ONLY one transistor is on the current flow thru this transistor ( one , singleton ) will be the same as both transistors are on state. only the led current will double wen both...

CIR output is PWM type so there is no brightness control, just only on ( maximum ) and off
but between "always on" and off state can be a lot of average brightness values.

I propose check internal battery resistance.

my script is plain, dumb, ash script. for sure it don't suffer for missing lib
i think there is a bug or some curent leakage on d+ line so with no device attached the driver see a full/high speed...

first q :switching speed need vbus go 0 Volts. for valid usb session vbus above 4.4 volts condition is needed . switching vbus from 0 to 5 v ( for setting speed ) will trigger...
