This is the reason. By default systemd has 90s timeout when it sends SIGHUP to applications in shutdown, if somebody misbehaves and the timeout runs out, it will send SIGKILL to the raemining...

There's no need for "an app" as it can be realized via a kernel module. You'll need to use something else and not the Jolla-provided SFOSX kernel though, as that is lacking modules support.

I beg to disagree;
Harmattan belongs to MS; meego is open source (and yes, RPM based!)

That'd be quite a blow below the belt, for HMD to come up with a re-wamped MeeGo version on a re-furbished...

Actually inserting a SIM card does a lot of things, the power spike caused by PA is not the only drain on the system.
And remember that the device can also register to the network without a SIM card...
