I did try this, only I typed apt-cache policy gstreamer-tools in order to see that it was completely unavailable for me. Also of use for hunting for maemo packages is this site...

gstreamer-tools doesn't seem to exist in the extras repository, or any of the other default repositories. I'm not sure where you've gotten it from, but it is actually missing, so it's not the fault...
