The GSM signaling system (CCITT 7) is entirely out of band, the voice slot contains no information about the cell towers.

I'm not sure what information you are wanting to obtain, though much the same as voice, you wont get anything from SMS either. While it is part of the SS7 payload, there is no way to access the baseband (that I know of) to obtain a bigger picture of the radio spectrum around you.
