Hi sakya, as noted in the rules it's one prize per developer. So the answer to your first question is nope - no one will be rewarded two prizes. I've been in touch with both and confirmed which category they would like to receive their device from.

Regarding the second query, the voting tokens are strictly anonymous and I couldn't tell you who they belonged to. There's no way for me to know who voted for which apps.
