Just install the sdk, it contains everything you'll ever need. You need virtualbox too.

Edit: Ok I'll admit that was a lazy answer so I'll try to clarify a bit.

1. Install Virtualbox
2. Install the Sailfish SDK
3. Start vbox and run the MerSDK image.
4. Log in with ssh and build as many rpm packages as you like.

But the WM7 "horse" has a blood lineage tracing back to donkeys such as WM6.5, 6.1, 6.0, 5.1 that was fully neglected for too many years and Microsoft did sweet F all to maintain it (still running on Pocket IE4/6!!).
