The Jolla tablet as delivered does not have a locked bootloader. That's been stated a few times in the past. I think however these people (the sellers on Taobao) are flashing Android onto these devices is the culprit, nothing to do with Jolla. Once this bootloader issue is overcome, I'm quite sure folks will put Sailfish on it.
