Yes, the Maemo/Garage account is needed. If you have only TMO (talk.maemo.org) account then you cannot vote as having Maemo account is the definition of community member.

This comes from historical reasons, as the forum (ITT account) was separate from the Nokia-originating Garage account.

Please tell me your email & Maemo usernane I can check what is the status of your account.
