Possibly but OSX hasn't had blue scroll bars since 2011. By default there's no scroll bars at all now until you move your mouse or put your finger on the touchpad. The only time I see them these days is if some app has decided to fake the UI controls with there own cross platform toolkit such as Qt.

IIRC you get blue scrollbars on Windows still if you run an old pre-Windows 8 app.
