Not necessarily - I wasn't able to add Bulgarian Phonetic support for Gemini PDA, because the Fn key on their keyboard doesn't generate key code and the users are forced to use their keyboard app which for some reason I couldn't get working with custom Cyrillic layouts.

I hope the Pro1 keyboard is more standard than theirs.
