Yes, FIFE is possibly the project referred to by hqh in post #3?

It used to be an effort to make a Free Isometric Fallout Engine, but it now stands for Flexible Isometric Free Engine.

It looks very interesting. On the other hand, it has looked very interesting for several years now. I think its development is slow, but steady.

Edit:

For fans of Fallout, PARPG (post-apocalyptic roleplaying game) might be an interesting project. It uses FIFE and is "currently moving towards a first techdemo release".
