1. and 2. Yes, to get the full experience you need an N900, no local emulation yet. In the summit QEMU was mentioned, it is coming, but not here yet.

3. Something else. It's a pure cross compiler. The blog post has a comment by Pasi who knows about these things way more than I, please check that out.
