What you describe is not really expected to work. The sticky shift and fn are implemented in gtk input filter, not in X, so they work only in input fields.

Note that Home and End keys also work for getting to start/end of page. You could map those to some simple combinations (fn+backspace, fn+enter) and have easier key combinations for those operations.
