I bought an Aqua Fish from a guy in India - it arrived with the battery not attached in the UK without issue.

Going the other way the rules here say

So it shouldn't be a problem, just say it's in there and they might put a sticker on the box (I received a battery pack with a big sticker on, but that was within the UK...)
