OK, that pretty much clears it now. The reason your device is in reboot loop when watchdogs are enabled, is the same why you cannot make calls. Two possibilities, either you have faulty HW or you have managed to flash your device with incorrect/incompatible firmaware. Unfortunately it is fairly dificult to ascertainn what is the problem without seeing the device
