Ok, after a *lot* of searching I found out you must add the harmattan-dev repo first:

echo 'deb http://harmattan-dev.nokia.com/ harmattan/sdk free non-free' > /etc/apt/sources.list.d/harmattan
.list

then run

apt-get update

and finally, you can:

apt-get install gstreamer0.10-tools
