You can set it to only sync via wifi. You can turn 3G and GPRS off separately. It also has safeguards against apps linking over 3G while roaming. Shouldn't be a problem. It's a sync, not a full-online contact solution.
Also, you can set it to manual (each account has its own timetable). Once you are on a nice enough link, you can go Settings > accounts and tap-and-sync manually what you want.
It's quite civilized.
