To be honest, I do not understand why some developers include specific OS version dependencies. If you patch Package A, include a dependency on Package A, not the OS. That way, if Package A happens to be unchanged by an OS update, you, the patch developer, do not have to do anything. Win!

Anyway, the weakness of either approach is that you, the user, will only find out after you attempted to install said patch. After you have wasted time and money (if connected through the mobile network) downloading it. Which is kind of useless. I think what Peter is asking for is some kind of pre-filtering.
