Wrong, 720p codecs are a combination of upgraded DSP driver (contained in the kernel in question), gst-dsp and codec nodes from Harmattan.

@Breeze5: I'll ask Pali to elaborate on the procedure to follow if one wants to enable 720p through cssu-devel. However, instruction on the first post in this very thread are still valid.
