Clue in error message as should be:
c:\Program Files\Nokia\Flasher>flasher -a DFL61_HARMATTAN_40.2012.21-3_PR_LEGACY_006-OEM1-958_ARM.bin -k zlmage --flash-only=kernel -f -R

with two -- before flash-only not one.
