AIUI, the problem is not so much shipping as it is automatic verification of payment details for the donations/preorders. Currently only the countries on the list have the option and the system is not set up to bypass that. How difficult would it be to add a "rest of world" entry to the list without automatic verification? Kinda like when booking Ryanair flight tickets: there is a list of countries for insurance, plus "don't insure me".
