It isn't a DEB!

Download it and in terminal do [assuming you saved it to MyDocs]:

cp -R /home/user/MyDocs/apkenv.harmattan ./apkenv
chmod 775 ./apkenv

Also copy the bionic libraries as stated in thp's support page to ./
