Matt, Nokia makes operator-specific firmware images and releases it to the carriers who have to allow your device to do an OTA upate. If you keep chasing the carrier maybe they can speed up the release of the OTA update; after all your carrier's image is available on Navifirm so its your carrier's fault for the delay...
