As stated earlier, MC eV is ready and waiting to inherit HiFo. But it is nothing before that happened. Membership will become relevant for next MC eV board elections which will be announced weeks ahead so there'll be enough time to consider then.
By joining the eV already, you're basically showing your support of the whole thing.
