There's nothing inherently video about Flash. And I'd say video that's part of a Flash file that uses non-video aspects of Flash occurs minimally on the web.

So part of this is breaking video out of the Flash plugin notion. Obviously other aspects of Flash are unaffected.

So maybe some phones would be able to see a video using their Opera browser but not Flash sites (if the phone didn't have a Flash plugin).
