They work quite differently.
They have different uses. In Ubuntu, workspaces are for using multiple windows. In Maemo, multiple desktops are used for widgets and shortcuts so that it becomes easier to use the device.

But if you want it like in Maemo on Ubuntu, you could install Screenlets or just switch to Kubuntu. (Plasma and Hildon are closely related.)
