well.
most of settings require restart some services to apply, not suitable behaviour for settings applet
but you can try to make settings ui in QML self, later we can help you to make it really working. just check unrestricted settings, it based on lightweight qml dui applets, not requires any compiling.

this is a project that i realized i can't bring to life with my (very poor) knowledge
